At least 20 people, most of them women and children, were killed in an assault by US-led coalition forces on a village near the Afghan border on September 3, Dawn reported. The attack comes amid an increase in the number of missile and predator attacks on suspected al Qaeda hideouts in Waziristan in recent days. It was, however, the first known ground assault of its kind. According to people in Musa Neka Ziarat in South Waziristan, three US helicopters landed in the plains at around 4am, troops disembarked from them and attacked a house, killing 10 people. They said that two children, three women and five men were killed in the attack on the house of one Payo Jan Torjikhel. A woman survived the indiscriminate shooting, they said. The troops then opened fire on villagers who had come out of their homes, killing another 10 people. The victims, including three children and two women, belonged to the families of Faiz Mohammad and Nazar Jan. Payo Jan and Nazar Jan were also killed. Local people said Payo Jan and the two other families had no association with militants. There were unconfirmed reports that the International Security Assistance Force (ISAF) troops had also captured some people and taken them to Afghanistan.

The military spokesman Major General Athar Abbas said in Islamabad, "In the wee hours of the morning on Sept 3, ISAF troops in two helicopters landed at a village near Angoor Adda, South Waziristan Agency, and as per reports received so far, killed seven innocent civilians." He condemned the "completely unprovoked act of killing" and regretted the loss of precious lives. He said the Pakistan Army had lodged a strong protest with the Office of the Defence Representative in Pakistan and said that "we reserve the right of self-defence and retaliation to protect our citizens and soldiers against aggression". "It is an outrage," NWFP Governor Owais Ahmad Ghani said in a statement. He said: "This is a direct assault on the sovereignty of Pakistan and the people expect that the armed forces of Pakistan will rise to defend the sovereignty of the country and give a befitting reply."

Two United States (US) military helicopters turned back to Afghanistan from the border early on September 15 after shots were fired from the ground, but there were conflicting accounts of the incident, according to Daily Times. Security officials and tribal elders said the threat of an incursion led Pakistani troops and tribesmen to fire. An unnamed senior administration official in Wana told Daily Times the US forces took off from the Macha Dad Kot base in Afghanistan’s Paktika province. "The US choppers came into Pakistan by just 100 to 150 meters at Angoor Adda. Even then our troops did not spare them, opened fire on them and they turned away," an unnamed security official told Reuters. Another security official told AFP that tribesmen joined in the firing after Pakistani soldiers played bugles to alert them. But Inter-Services Public Relations (ISPR) spokesman, Major General Athar Abbas, denying there had been any such incident, said, "These reports are not correct. We have checked, there is an FC (Frontier Corps) post in the area. No helicopter came inside our side of the border, nor did our troops fire at any." Also, the US-led coalition, based in Bagram, said they were not aware of the incident, and added, "Our helicopters do fly close to the border conducting routine missions, but none have attempted to cross into Pakistan. We have no reports of such events." Further, Pentagon spokesman Bryan Whitman told reporters, "I’ve checked into that and find it to be a spurious report. I’ve checked all the places that would know about something like that and it doesn’t appear to be accurate." Meanwhile, the Ahmedzai Wazir tribes have summoned a grand Jirga (council) to devise a strategy against possible US incursions, a tribal elder told Daily Times. Foreign attacks on Pakistan’s Tribal Areas are an incursion and all-out efforts would be made to stop such invasions, said Defence Minister Chaudhry Ahmed Mukhtar. The minister said that Pakistan would take every possible measure to defend its territory. A United States missile strike on a compound used by militants in South Waziristan in FATA killed at least six people and wounded three others on September 17-evening, officials said, according to Daily Times. Two intelligence officials told Associated Press that missiles hit the compound used by Taliban and militant organisation Hizb-e-Islami. Also, a security official told AFP that dead included some foreigners whose nationalities were not immediately known. Another senior official told Reuters that the strike was the result of US and Pakistani intelligence sharing, adding a container of arms and ammunition was also destroyed. "It shows improving intelligence co-ordination on the ground," said the official. "Two missiles directly hit the compound while the other two fell in the surrounding area. There are a few militant training camps in the area and no civilian population around the site of the strike," AFP quoted another official as saying. He said the Baghar Cheena area, where the strike took place, was the stronghold of local Taliban commander Maulvi Nazeer. But it was not immediately clear whether he was in the area at the time of the strike. The attack came hours after US Joint Chiefs of Staff Chairman Admiral Michael Mullen told Pakistani leaders that America respects Pakistan’s sovereignty, amid a mounting tension over cross-border strikes by the US.

Three out of seven people killed in September 17 US drone attack on the Baghar village of South Waziristan Agency included two Arabs, one of them a senior al-Qaeda commander, and one hailing from the Punjab Province. Sources close to the tribal militants told The News that the two Arabs were identified as Jiran, the al-Qaeda commander, and Sabri while the name of the militant commander from the Punjab could not be ascertained. An unnamed senior militant commander, said all the three men were sitting in a vehicle parked in front of a mud-built house in Baghar village near Angoor Adda when two US drones fired four Hellfire missiles, killing them and four others staying in the house. He said Jiran was appointed as al-Qaeda’s operational commander for a particular region in Afghanistan following the death of senior al-Qaeda commander Abu Imam while fighting the US forces near Bagram in Afghanistan three months ago. "Jiran was a senior operational commander and was mostly living in the border areas between Afghanistan and Pakistan. He used to change his locations due to continuous surveillance by the US spy planes on the border villages," said the tribal militant commander.

Preliminary investigation suggests a strong connection with South Waziristan Agency, Interior Adviser Rehman Malik said on September 21, adding, “It is premature to blame any particular group or individual, but all roads lead to Waziristan.” He informed that the six-wheeler dumper used in the attack carried 600-kilogram’s of RDX and TNT explosives, along with splinters, mortars, artillery rounds, mines and aluminum powder – which caused the fire. He denied media reports that the hotel was not the intended target. 53 people, including four foreigners, had been killed in the attack and 266, including 13 foreigners, had been injured, Malik added further.
